How to setup developer team for Atlassian market place App Developers

Hi Team, 
We are trying to build an atlassian market place app using forge UI kit. 
Is there any documentation available for setting up the dev team for development collaboration. 
Currently it is expecting admin permission to install and upgrade the app.

And when we load the dev application in JIRA, It is asking for admin permission to allow access to render the app.
