How to setup a engineering project

We are trying to explore Jira how it can be setup to manage an engineering project that has multiple disciplines. For example, let say that a Project A consists of a multiple software services, each with its own software project B and C, but has a mechanical and electrical portions each with their own team D and E. Then as a project lead, you would want to have a workflow that can manage each of these teams from a single project.

Would the setup be to have A be a Jira work management project with B and C being Jira software. Then D and E also being some type of work management project? I am not sure how jira work management and jira software can work together.

I would probably create a single JSW project with different issuetypes, workflows and components.
