How to set system dashboard as default for all jira users?

As a jira administrator, I wanted to know how to set system dashboard as default for all the jira users.

by default System Dashboard already is the default dashboard for all users.

Each user, at his convenience, can manage favourite dashboards and, eventually, can remove the system dashboard from his favourites.

Choose Administration > System.

Select User Interface > System dashboard to open the Configure System Dashboard page.
