How to set original estimate (time) to Issue?

I do not want to use Scrum, I do not want to use Agile. I want to set Time Estimation for issue and using Time tracking only.

Add the field called "time tracking" to the issue create screen (you can find it by working down through the project's "issue type screen scheme")
