We have a multiple projects which was cloned from 1 project .  

i need to separate scrum masters from admin group but scrum master need to have access to create scrum board and modify .

Take a look at the permission scheme for the project.  Your scrum masters need project administration rights, and once you've set them up with that, you should remove them from system administration groups.
