How to send an email / set a filter for the issues which are not addressed more than 10 days ?

Hello All

I wand to set a filter  for the issues (sev2) which are created more than 10 days back ( I.e  Today - 10 days) Condition is i do not want to see all that created in between those 10 days  on every tenth day  of violation i would like to send 

or to make it simple , an email should be triggered on every 10th day if  issuestatus  is not changed from  "ToDo" or "IN Progress" to some other
