Do we need to have confluence to run user macros in JIRA?

User macros are a feature of Confluence, not JIRA.

What are you trying to achieve here?

Nic,

Yesterday- I was not able to post answers - it gave authorization issue.

Purpose is to obtain list of inactive JIRA users. I had developed queries to run on SQL server database to obtain list of inactive users. For now I do not need to run macros.
