How to run Project Management Office with Jira WITHOUT apps?

How do you guys and gals run PPMO and PMO (Project/Programme/Portfolio Management Office) with Jira without breaking the bank?

We've delivered A LOT of solutions based on Jira Premium with some awesome apps to complement it, and NOT so often with Jira alone. 

What we did with just Jira: 

 - Built a hierarchy of work to match organisational WBS (Theme - Initiative - Project - Epic or similar) 

- Created aligned configurations for the delivery team projects so they all run on the same workflows and capture the same reports-relevant data 

- Adopted Releases as Milestones for the Portfolios / Programmes 

- LInked to Jira Product DIscovery 

- Created PPM PPM-specific Confluence page with Plans embedded 

- Linked to Astlassain Platform Goals
