How to restrict users from moving EPICs up/down in the kanban Timeline View

We are using a kanban board for our work framework visualization.  We know that in the Timeline View, we can see all of our EPICs in flight in stack ranked order.  We have the ability to move EPICs up and down in the timeline view to denote the relative priority of the work.  BUT we'd like to restrict the ability to move EPICs up/down to a select set of users that have been selected to make these types of decisions.  We don't want everyone else to have the ability to do this to avoid priority disputes.

Is this configurable?

Hello @David Winn and welcome to the Community!  Anyone with "Schedule Issues" (aka "Schedule Work Items") and "Edit Issues" (aka "Edit Work Items") permissions has the ability to rank issues (move their order).
