Jira doesn't have a Clone permission, only a Create permission.

@Tansu Akdeniz  I want user to do not clone the ticket, is that possible to do it from permission scheme?  I did check this possibility and removed the people in user role but that didn't work, any suggestion.

There is no clone issue permission in permission scheme. It is not related with roles.

You can use workflow properties feature to restrict clone action in certain statuses, but please mind the details in the article that I shared before.
