How to restrict user assigning issue to reporter based on workflow status

I have noticed that there are developers who often directly assign issues to reporters without updating their workflows, I'd like to add a validation to check that if the workflow status is not "XXX", the issue is not allowed to be assigned to the Reporter.

How do I add such validation?

Welcome to the Atlassian community. 

Changing the value in the Assignee field is not natively part of a Workflow Transition, so natively there is no way to prevent it from being changed to the Reporter of the issue. 

You could potentially use an Automation Rule to detect that such a change has occurred after the fact, and either alert somebody via email about it, or revert the Assignee back to the previous Assignee.

There could be other options available with the use of third party apps. Are you willing to consider an App?
