I can see we can provide the Link Issue permission to the users but not sure how can we restrict the users to delete the Delete Link of linked issue, please help me out.
Using Jira 3.13

Currently this is not possible. The only permission that exist is the Link issues, if you remove this permission, then users won't be able to delete the link. But the downside is that they can't create them as well.
