How to restrict some issue types to some groups ?

Hi!

I have searched around the atlassian community, and I have only been able to find posts from 2012/2013/2015 about this, so I wanted to hear if maybe there was something new  about this?

Is it possible to do this on the cloud solution or is it still required to have the self-host solution and do it from there?

No change. 

You need code provided by add-ons or Behaviours in Script Runner to change the dropdowns (and even these will be ignored in some places).  Or you can annoy your users with broken validators (i.e. let them enter data which then gets thrown away because they can't get past validation)
