How to restrict ability to pull items into sprint, but still allow movement in the backlog

I would like to limit the ability to pull issues into or out of sprint to just a group of users, but still allow all users to move issues up/down in the backlog. Is this possible?


I attempted this by limiting the Schedule Issues permission to just a group, but then that took away the ability for others to move issues in the backlog.

there are two permissions involved here...

Manage Sprints - allows users to add/remove issues in sprints as well as create/start/stop sprints

Schedule issues - ability to rank issues in backlog

It doesn't appear the Manage Sprints permission controls add/remove issues in sprints. I already have that permission limited to a project role.

Schedule issues does control the ability to add/remove issues in sprints, but it also controls the ability to rank issues in the backlog. Which is my issue, since I need those permissions separated.
