How to restrict a particular Developer from also being the Tester (and Closer) of a particular Defect/Task/Sub-Task without using Groups or a Role (Development Leads).?

We want to prevent a Developer from also moving the Issue through the Test status as though he/she has tested  his/her own code without having a QA type group or Dev Lead having sole permission to move it along. It would be OK for Developer A to provide the Defect/Task fix/updated feature and have Developer B test and validate it. Also, Dev A and B can reverse these roles on a different Defect/Task.

You can always put "Conditions" on your workflow transitions so that only users from a particular ROLE/GROUP can move it along. E.g, only accounts in the "TESTER" role can transition "IN QA" issues to "TESTED" status. I'm not sure on what your other requirements are, but you can start with what I said.

We want to be able to restrict the movement on an individual basis without having to rely on ROLE/GROUP control.
