How to reset comment's ID

I want both of my instances to have the same comment ID

I would not do it if you are talking to 2 prod instance, if it's prod and test instance,, restauring prod data to test instance will make them have the same ids.

Comment id are generated by JIRA, if a comment is created in one of the instance but the other they will then mismatch.

What is the requirement behind this request ?

I get the answer now. 
I have 2 instances, Prod and Test, which
will do the backup and restore to get the same ids.

I need to Sync the issue and comment between 2 instances.
