How to reset admin password in JIRA 7

I installed Jira and forgot my admin password. every time I request it the e-mail never shows up. This is a server instance I am running on tomcat.

Last time this happened I just uninstalled and re-installed. I also have confluence but that is a different virtual tom cat server.

version 7.0 on windows laptop

I tried each steps in that article several times, still failed. any new solutions?

Getting the same results as Charlie with Jira 7.9.2. After resetting the password in the database, the hash appears in the credentials filed of cwd_user. Attempts to logon to Jira continue to fail.
