How do you submit a request for employees to have access to jira3?

You'll need to take that up with the administrators of your Jira3 system.

We're a community of end-users who have no knowledge of your systems, let alone access!

darn. I am also an end user ,but my administrator was never instructed how to use this either. I was hoping someone would happen to know the answer.
