How to reopen a closed issue in Jira

I need to reopen below JIRA for tracking purpose.

I can not clone this due to audit purpose

Talk to your Jira administrators.  If you're saying you can't re-open it, then the most likely reason is that you don't have permission or the workflow does not allow it.  And your admins have set it up that way.
