Atlassian Intelligence and Rovo are two separate features. What you are seeing are artifacts of Rovo, not AI.
As per this documentation, Rovo cannot be disabled.

Why? I do not want Rovo anywhere near my work as I do not see any benefits what soever.
This absolutely sucks how AI is being FORCED onto everyone, it is like "Donald Trump says Chroroquine and bleach cure Covid" therefore it is good. I am not accepting this answer as I am sick and tired of AI this, AI that it is buggy it damages the environment.

I do not have the answer to your question about why Atlassian chose to implement the feature in this manner. I am not an employee of Atlassian and don't have insights into the design decisions they make.
There is a Provide Feedback option within Jira under the Help button (near your avatar). I recommend that you provide feedback directly to Atlassian on this topic through that feature.
