How to read the Velocity Chart in Jira

I have complete all work (story point - total 18 point) in a Sprint. But the Velocity Chart show the completed only 2.25.

Noted: I only view this chart for ONE sprint, so that the explanation of average cannot be true.

Please show me how you clarify/ give/ estimate the completed task.
