You need to contact the administrator of this site, someone with admin rights to check user management and to set your account to the active state.

How do I find out who's the admin? Or you mean open a ticket through https://support.atlassian.com/contact/ ?

Do you use a cloud or server instance?
Try contacting Atlassian support, they should have more info about who administrates the site, maybe they can re-activate your user.
