How to provide access to Jira settings or Atlassian admin?

I don't have access to Jira settings or Atlassian admin, Can you help me providing the process how to get access

You'll need to ask your administrators to grant you admin rights.

You need to speak with your current site admin and request. Please note that site admin should be limited for obvious reasons. Providing access to projects as project admins is more common.
