How to programmatically manage permissions?

I am looking for a way to automate the management of permissions to be able to do a permissions as code type of thing. Manually setting up and modifying the 20~ actions for each permission scheme is extremely tedious. Is there a documented way to do this with the API? I checked the python API library docs but none of the methods mentioned modifying permissions.
