How to prevent users to change project roles?

Hi, Can we prevent users to change the roles in project > people > add members setting? I want Only Jira admins and site admins should have that control of adding users to the project.

Ideally site-admins, jira-admin and that particular project admins will also be able to add/modify the option in people tab.

In Jira, whoever has access to project role "Administrator" can perform all the operations available in "Project Settings". So the requirement you are asking for is not possible currently to configure in the application.
