How to prevent users from being entered into a field

Do you know how I can create a workflow rule or automation that - - - 

When VMO team member is assigned a work item, a VMO team member CANNOT be the peer reviewer

NOTE: Peer Reviewer is a custom field created by our org.

Workflow rules run when transitioning status, so that would not help for your scenario.

And, automation rules run after some event, such as editing a field.  Thus, a rule could reverse the change and notify someone, but not prevent it.

There are likely Atlassian Marketplace apps to add a validated, custom field type to perform such a check and thus prevent the edit.

If you are working in a Company managed project you can set a restriction in the workflow preventing users that has moved the issue to a specific state to move it further.
