I got a question from a customer requesting me that in case a ticket is opened for certain issue and still not solved then you cannot open similar ticket and the statement mentioned is " Must notify to the entry operator if an open problem already exists on the failed component being recorded or on a "higher level" component. "

We can achieve this by adding custom validators. So the validator will check whether any request available with given criteria or not. If already available, it will throw the error saying the request is already available.
Alaa, unfortunately Jira doesn't have the necessary AI that could discern duplicate requests.
