The javascript method doesn't seem to work on JIRA cloud. Anyone know of another way to pre-populate the summary field in JIRA cloud?

I'm afraid it's not possible on Cloud at all.  All the ways to pre-populate a summary rely on tricks that are not available to Cloud users.

Did you try ScriptRunner by Jamie Echlin? With the implemented behaviours feature you are able to prepopulate any field.
