As you mentioned 25000 projects, this is not a small instance of Jira.
And if you have plugins, it will require further planning on how to migrate them.
There is a possibility that not all plugins that is present in DC will also be available in cloud.
Hence it would need either transformation to a new plugin or native solution.
Please contact an Atlassian Solution partner who can analyze and chalk out a plan.

As mentioned by Victor and Rajat, migrating DC data to the cloud needs extensive planning, and that too, these many projects and issues will require deep planning and execution.
Also, there could be many third-party plugins used on this DC, so we have to have a deep analysis and then plan for the migration.
It's best to reach out to the solution partner so that they can help you with the migration.
