How to match users during CSV import?

In two cases:

1.) Assignees

2.) Comment creators

If I use a name (<first name> <surname>) or a source system account name, JIRA creates new users for them.

I'd like to

a.) (strong requirement) match them to existing users (if the target user exists)

b.) (nice to have) create a new user, where I can specify their JIRA name and JIRA email address to create the user with.

Any ideas?

I guess,

a.)try to use the Username (I think JIRA can't create the same username to two users);
