@Surbhi Sharma  As stated by @Nikola Perisic  you may not have the jira/site admin rights, so make the field required/optional you need to have admin rights, and you need to reach out to your jira admin for this.

Field configuration is not removed. It's accessible by all Jira admins. If you need to add a specific field that is mandatory to a work item type, you also need a field configuration scheme.
