How to manage users in JIRA Cloud?

Hi colleagues, please help me to solve an issue.
I'm experienced in managing JIRA Server version. Not so long ago I was given administrator permission in JIRA Cloud, but i can't find "User Management" section there to manage users and groups.
Could you help me please to find where I can manage users?

User management is done outside JIRA when you're on Cloud, because there's several shared Cloud applications you might be using.  See https://confluence.atlassian.com/cloud/manage-users-and-groups-744721623.html
