How to make the templates in description field in JIRA available for all ?

Hi, 

For the JIRA installation in my current company, there is an option of configuring templates in the description field. 

I tried configuring the template for myself and it works for me. However other team members are not able to see it.   Looks like the template is available locally only and not global. 

Is there a way to make it global ?
