How to make a field mandatory when updating another?

Hi all, we must ensure that information in a dropdown field is selected after updating Story Points in an issue.

 

An example of the ideal scenario would be:

  1. Issue created, Story Points (SP) = 100, Reason for Movement (RFM) = blank
  2. Issue updated, SP = 200
    1. if RFM is updated, continue
    2. if RFM is not updated:
      1. pop up the RFM field so the initiator can enter it, and if not entered or skipped
      2. revert SP to original 100 and direct the initiator to update RFM

 

Would anyone know a way to do this with Automation or another plugin?

NB - I would rather not comment on how much I am against these types of solutions, but in our programme, it seems to be the only viable way to move forward unless we re-engineer many steps.
