I have created a user account in Jira using shared mailbox, but user is unable to login using shared mailbox it is asking for a password. Usually, shared mailbox doesn't have any password. The user wants to generate API token from this account. what is the best solution for this?
You should not be trying to do this.
Atlassian Cloud has two types of user - individual atlassian accounts (which you can create from a Google account and tie them together) and users in Atlassian access.
A shared mailbox is not suitable for creating any of those three accounts, you should have your people creating Atlassian or Google accounts, or adding them to Access individually. These accounts must have username and passwords.
The best solution is for your user to create an Atlassian account with their own email on it, then add that to your system.

We are using Microsoft AD as a SSO. we created a shared mailbox because user doesn't want to link this account to AD.

You should not use shared mail accounts for this.
If you're using MS AD for your Cloud user directoty, then you must be using it via Atlassian Access. MS AD does not support the use of shared mailboxes for Access accounts.
Your user will need to create an Atlassian account with their own email on it, or have your site admins add their individual MS AD account to one of the Jira access groups
