How to lock tickets creation in the company-managed project

Hello! Is there a way to lock tickets creation without archiving the project? When we archive old project, some tickets were lost in relationship with other tickets. i.e. Epic has DRCORE tickets, when I archive the DRCORE project, those DRCORE child tickets got lost. When I restore DRCORE project back, tickets were back too.

Use a permission scheme that is tied to the project and for the Create issues permissions limit it only to project role (or a group) that you want to be creating issues in this project.
