How to link to attachments between work items

Let's say I have a work item within a workspace. On that work item, I have uploaded several attachments.

In the same workspace, I have a second work item, which I would like to create a link to one or more of the uploaded attachments from the first work item (as opposed to uploading the attachment again to the second work item, thus wasting space).

Is this even possible? I can't see how to achieve this.

No, that is not possible with current functionality in Jira.

I doubt it. This is not something that Atlassian has attempted in the past.
