I am not sure if it is shrink wrapped yet, but it is there and working.

You could also try the The Connector add-on, which integrates JIRA and MS Project. (Warning: its website looks a little outdated.)
If MS Project can import a CSV file, then you could develop an Excel template for the Better Excel Plugin that exports those exact columns in that exact format what MS Project expects. Then, convert the XLS file to CSV with Excel and import to MS Project.

There is no way to integrate the two. Thanks for the answer – disappointing though it is.
Is it possible to export to a flat file with the needed info, so that can be imported manually into MS Project.
This is for a DoD Customer, and they do not plan to purchase any add-ons, and if we bought it, it would not be a billable expense for us, so Portfolio is a dead end.

You could export to Excel: https://confluence.atlassian.com/display/JIRA/Exporting+Search+Results+to+Microsoft+Excel and then import that into Project maybe? I have no idea how Project works though, so I am just guessing here.
