I am using JIRA Standard Edition, Version: 3.13.2-#335 that is self hosted,on our own server. I want to install a plugin, 'Metadata for JIRA', https://marketplace.atlassian.com/plugins/com.osoboo.jira-metadata-plugin
Can you please give me a brief walk through, how to achieve this.

You can't.  Your JIRA is way too old.

Or, rather, a brief walk-through is:

  1. Upgrade JIRA to 4.4
  2. Upgrade JIRA to 5.2
  3. Upgrade JIRA to 6.4+
  4. Use the UPM to install the plugin from the marketplace
