How to install forge plugin to be accessible by all users in the jira instance

I need to share jira forge application in development to other user for testing purposes. However each user has to click "Allow access" for the app:

When trying to allow access user cannot grant it with error message:

How should I deploy the app to make it accessible to all users in the instance?
