How to identify all issues if you are not a member of the project

if our boss wanna see all issue in Jira system, but he is not member of each project in the company. how can I show whole issue under his account?

except putting him as a member of every project.

Give your boss browse project permissions in the project's permission scheme.

Of course, if the permission schemes of each project are not consistent, you need to check one by one.
