How to handle double user accounts?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

We are trying to migrate our users to a new email account for Atlassian JIRA and Confluence.  There are a handful of users with both the former email address and the new email address account so they are blocked from changing their emails to the new one from the old one because a new one exists.  But if you delete the new email account it locks them from changing their old one to that new email address. 

Suggestions? help! 

 

Also, recommendations on how to move over JIRA tickes/boards tied to the former email acocunt?
