How to handle below scenario?

Scenario:

We have created the workflow for that particular project.

1. Currently ,client group is creating an issue:
   1. Status options for QA group will be ‘Not Reproducible’, ‘Not an Issue’ and ‘Duplicate’
   2. Status options for client group will be ‘Done’, ‘Reopened’
   3. Status options for Dev group will be ‘Start Progress’, ‘Resolved’.
2.  If QA  groups creates an issue in future:
   1. Status options for QA group should be ‘Done’, ‘Reopened’.
   2. Status options for Dev group should be ‘Not Reproducible’, ‘Not an Issue’, ‘Duplicate’, ‘Start Progress’ and ‘Resolved’.

For above situation, what will be the solution?

There isn't one.  You don't get to choose Status when you create an issue.
