Can you please check how many permission schemes are associated to the projects and whether adding single user to all the projects is a one time activity or not.
If it is one time activity and for a specific duration user needs read only access then probably you can add user to Browse project permission of shared schemes.
Otherwise you can use automation tool to add the user to each project role based on your Browse Project permission.
