How to give access to an user who has jira but in another environment

We have a jira implementation (SEN-xxxxxx) and want to give y@y.com access. Y is not a user of SEN-xxxxxx. He has an account in different jira entitlement but want to use his same account in our SEN-xxxxxx. Is it possible to invite him to join "our" jira?

he or she will need to be added as a new user in the new instance. they can have the same user id and email as they do in the other but they will have to access the two independently as they are independent instances.
