How to get the count of custom field values based on other custom field?

I have one requirement like , I want the count of the custom field value of a custom field based on another custom field.

For ex:

Consider a custom field "Location". If the user enters values like Delhi twice ,Canada 3 times wrt their country .In the Dashboard I want to see the statistics as shown below

Location   Count    Country  

Delhi            2          India            

Canada        3        America
