Please let me know that how to get 

 Jira application configuration tool in jira

It's part of the installation, so if you've installed Jira, you have it.

• i'm trying to open the config.sh file in my test jira but it showing error.

          i can't able to get the configurator tool page.Please check the attached file

You need to set the JAVA_HOME variable to point to the Java install you want to use.
