In one of My JIRA parent issue, I do see the '+' sign to add more sub tasks but in the another project's Parent issue I do not see.
I can only add sub task using More --> Sub-tasks.

I know it has been a while that you posted this question, but I would like to know if you are still facing this issue.
I can see that you are using the old view in Jira, so I would like to confirm if both are classic projects.
What are the templates of the projects? Are both Software or they are different?
I tested on my local site and I'm able to see the + sign on different projects (classic or next-gen).
Please, let us know more details about the projects and also if you have the same permission on both, so we can test here to check what might be happening.
Can you test using the new view? Go to your Profile picture > Personal settings and enable Jira labs.

Does one of these issues have sub-tasks - and one not?
Usually, the list of sub-tasks (and the "+" button) would only show if the issue has at least one sub-task listed first - if you're using the Classic View in Cloud.
Alternatively, you might want to check your permissions in the other project - do you have "Create Issue" permissions? If you're unable to create issues, then you might not see the "+" button.

Both the projects are having Sub-task and manually I am able to create Sub-tasks (Using More --> Create Sub-task) , I created one sub tasks in both the project's issue, but Plus sign comes only with one Project.
