I heard from someone that there is a distro for JIRA security patch or updates, but I cant find how to put my email as part of the notification distro. Or do we just assume that Atlassian would contact us when there is a security patch that needs to be address for JIRA 4.X?

When you log into your my.atlassian.com account, there is a "email prefs" link at the top right of your page. You can set your notifications in there.
