How to get emergency key

I am unable to login as I have changed my laptop and phone, now it's asking me for two step verification where I am able to download authy but it's need to scan first but where I can scan the code, also how can I get emergency key.

The emergency key is provided when you enable 2-factor authentication at id.atlassian.com, but if you don't have it you can follow the indication in the post above, i.e.

"If you don't have the key, (...) when you are asked to enter the emergency key, click on "Can't find your recovery key?". You will be provided instructions over email, but mainly you will either have to wait 48 hours or contact Atlassian Support"
